CONSENT AGENDA
5. Authorize the City Manager to initiate a zoning change application on the following properties to determine whether a change in zoning is appropriate and warranted under the City's Interim Growth Management Policy. The properties under consideration are: The approximately 17.2879 acres of undeveloped property commonly referred to as being located at 20990 Waterside Drive included in Ordinance No. 00-06- 15-02; The approximately 64.96 acres formerly operated as an executive golf course commonly referred to as being located at 8116 Chestnut Cove; The approximately 65.618 acres of undeveloped property consisting of Lots 49- AA, 49-BB, and Lots 67 through 74 of Marshall’s Harbor included in Ordinance No. 01-01-18-01, 05-11-03-01, and 06-06-08-02; and The approximately 8.9092 acres of undeveloped land located on the north side of Boggy Ford Road west of Poe Cove included in Ordinance No. 08-06-19-01.
6. Hold a public hearing for discussion, consideration, and possible action on Ordinance 24-03-07-01, an ordinance authorizing the issuance of City of Lago Vista, Texas General Obligation Refunding Bonds in an amount not to exceed $7,800,000 in one or more series; approving an official statement, a paying agent/registrar agreement, a bond purchase agreement, and an escrow agreement as needed for the sale of bonds; establishing the procedures for selling and delivering one or more series of the bonds; providing for the approval of this ordinance on one reading only as authorized by state law; and authorizing other matters relating to the bonds.
10. Discussion, consideration, and possible action regarding the award of RFQ 24-05 for a Feasibility Study for New City Hall and Library, to Parkhill; and authorizing the City Manager to negotiate and execute an agreement for such services.
11. Discussion, consideration, and possible action on a request from Northlake Church to conduct bingo at the Bunker Bar and Grill located at the City of Lago Vista Golf Course, 4616 Rimrock Drive.
12. Discussion, consideration and possible action on passing Resolution 24-5052 initiating and entering into Stage 2 Watering Restrictions as per the City's adopted Drought Contingency Plan.
7. Hold a public hearing for discussion, consideration, and possible action on Ordinance 24-03-07-xx; an ordinance of the City Council of Lago Vista, Texas, amending Section 13.20 and Section 13.40 of Chapter 14 of the Lago Vista Code of Ordinances regarding written notices to nearby property owners for zoning applications and the consequence of written protests from those property owners on a proposed zoning change.
8. Hold a public hearing for discussion, consideration, and possible action on Ordinance 24-03-07-03; an ordinance of the City Council of Lago Vista, Texas amending Section 15.10 of Chapter 14 of the Lago Vista Code of Ordinances regarding withdrawals of applications or appeals submitted pursuant to the provisions of the zoning ordinance.
9. Hold a public hearing for discussion, consideration, and possible action on Ordinance 24-03-07-04, an ordinance of the City Council of Lago Vista, Texas amending Section 3.118 of Article 3.100 and Article 3.200 of Chapter 3, and Section 6.75 and Section 19 of Chapter 14 of the Lago Vista Code of Ordinances to update regulations related to the use of a right-of-way or easement and the regulations of wireless communication system components.
13. Discussion, consideration, and possible action on Ordinance 24-03-07-05; an ordinance of the City of Lago Vista, Texas amending Appendix A Fee Schedule of the Code of Ordinances: Article 4.000 Business Related Fees, Article 7.000 Zoning and Annexation Fees, Article 10.000 Parks and Recreation Fees, Sec 10.200 c.
14. Discussion, consideration, and possible action regarding the implementation of a Child Protection Training for city staff and volunteers.
15. Discussion, consideration, and possible action regarding a proposed online message board for City Council to utilize.
